I don't quite understand the question, but the site is just awful. A handful of crappy jQuery libraries (Anyway, jQuery in 2017). Very painful.

Because you are using OnePageScroll and replacing the default mousewhell behavior with the one specified in the code (in your case, a height offset of 100%)

Look in the direction of adding the overflow-y: auto;main block of the window and whether it has a height ( max-height: NNNpx;/ height: NNNpx;)
