Refinement of the Wordpress site, studio or freelance?

Such a question: there is a site on Wordpress, in the process of filling with content, a rather complex structure that combines an LMS (learning management system) plugin, various game plugins (gamification), scoring plugins, and so on. I managed to put everything together and make it work, but there are some points that need to be improved. Basically, minor functional changes and design changes. As a result, it turns out that you need to refine 4 plugins, draw and assemble the navigation using existing modules, and also improve the entire site in terms of design.
So the question is, are there any good studios that can take on the revision of the site on Wordpress, or do they all work from scratch? Or is it worth turning to freelancers?
I understand that the best option would be to do it from scratch, and not even on Wordpress, but now there is no investment for this.

+ freelancers can be cheaper.

With Wordpress, you often have to finish / redo, so you can look for a studio.
But my personal opinion is that it is better for you to first develop a layout with a freelance designer, then draw up a detailed TOR and then look for a contractor. It will be cheaper than a studio.
