Choosing a budget laptop for programming (the laptop will not be the basis)?

Looking for a budget laptop for programming. I don’t work on big heavy projects, but I just learn a little JS, Go and Python and at the same time I fulfill simple orders. Now for all this I use a PC at home. But sometimes I can't do coding because of the tense situation at home. Therefore, I want to sit somewhere in a coworking space or in another quiet place and kood there already. But no laptop.
Accordingly, I am not looking for a cool and powerful laptop, since it will be used from time to time, and not on an ongoing basis. Plus, there is no way to buy something over 30 thousand.

What I would like:
1) I'm not chasing performance, but I want comfortable work when writing web applications - this is the main thing I do. And a superficial introductionwith data science - but this is not necessary, as a last resort there is a PC
2) a more or less suitable battery. In principle, I almost always have the opportunity to connect the laptop to the network. But 3 hours of battery life would still upset me
3) preferably, quiet operation and not to heat up furiously.
What is ready to sacrifice:
1) the presence of various kinds of ports
2) the quality of the screen. IPS or TN, or something else - I don't care. The main thing is that you can see the code. And then the question is, is there a big difference between 14 and 15 screens?
3) performance (see point 1 of the previous list)

PS what do you think about HP Laptop 14s-fq0082ur and ASUS Laptop L510MA-BR259?
