Choosing a 3D Sound Engine?

Good day, dear
There was a need to write an application using 3D sound. I can not decide on the choice of development tool. I would like to ask for advice from people with experience in this matter. It's not a game, so the graphic side doesn't interest me. However, what is better to use: a pure library like FMOD or OpenAL, or is it better to use a full-fledged Game Engine in the spirit of Unity3D or Unreal Engine.
Requirements:

  1. The application is not commercial, so the license issue plays a role.
  2. Stability and ease of use. Deadlines, as always, are running out, so there is not much time to make the engine work. For the same reason, good documentation, tutorials are welcome. Well, in principle, is the task greatly simplified when using the Game Engine?
  3. A big plus is the ability to work with filters (low / high pass). In the case of Unity3D, this is a feature of the paid version.

It's better to use pure sound library and better FMOD.
By the way, Unity3D also uses FMOD.
