Charging current at intervals of 470 mA. Could this be bad for your phone battery?

I charge through a laptop, the charge current is kept in the region of 70-500 mA (at intervals of 430 mA). Could this be bad for your phone's battery?

In my opinion, the battery charge currents are regulated by the on-board electronics of the phone.

How can the current be from usb 70-500mA? It should stabilize around 500mA.
