Changing the language of the Windows 7 interface

Delivered the assembly of Windows 7 with the Russian language pack.
You need to change the windows interface language.
Having launched the "intl.cpl" utility ("C:\Windows\System32\intl.cpl"), I found that there was no combo box, thanks to which it was possible to change the interface language.
Tried to replace "intl.cpl". Did not help.
Is it possible to return the necessary combo box without resorting to reinstalling Windows? How?
