Change password on multiple devices?

I would like to get advice on how you act in your company.
The situation is as follows: there is a user X in the corporate AD. He has an Ipad, an iphone, a blackberry and an android tablet, they all have Exchange mail configured. It's time for a password change. The user changes it on a working PC, tries to change it to iphone and tablet and blackberry, but it's too late (the account is locked), because the GPO is configured to lock after a certain number of incorrect password entries.
Now imagine that there are 20-40 such users.
How do you solve problems like this.

I don’t know which checkbox is responsible for this, in our company if you bomb the server with the same old passwords, the account is not blocked. I manage to change passwords in 7 different places. When iterating over the password - there is a block, it comes on the 4th attempt)

Weird. In my company, half of the technical department had more than one device each, salespeople had 2-3, and all branches were vpnschiki - with a regular 90-day policy, I could unlock one or two accounts per month.
