Can you add subtitles to a YouTube video?

I mean an already posted video, to which I want to add Russian subtitles.

Maybe there is some kind of service that allows you to watch YouTube videos with your own superimposed captions?

Or is it the only way: download the video, do something with it and put it back on your own behalf?

It's not easy on someone else. But if only for friends, then you can copy the video, make it private and overlay captions.
