Can video cards save settings?

I install drivers and everything, I don't even install nvidia experince, let alone afterburner. I don't like the tray icons and the terrible interface of the program from msi. But then the video card screws do not start to spin up to +60 degrees.
I would like to save the VK fan operation settings that I set. According to what I found by Google, this is hardly possible, but is it logical? After all, now even mice have such an option to save settings! And why then do video cards with 12 GB of memory and firmware not know how to do this?

Yes, you can - there was such a problem with the 7700. The cooling profile is stored in the BIOS. Dump it, edit it and flash it back.

I never needed this, but the fact that the vidyuhi do not start turning the fans up to 60 degrees is normal, my 1050 2gb behaves exactly the same way.
