Why can't games see the settings made for them in the intel graphics command center?

Windows 10 2004 enterprise, intel pentium g4600 (intel hd graphics 630).
Video driver and software are up to date.
Who is to blame and what to do?

Maybe because they wanted to spit on the settings of some kind of Intel center? Customize settings from games.
