Can the email in the example be called a new kind of spam?

An old half-abandoned mail on mail.ru received a letter disguised (?) as a message from a mail server about a delivery error:

krakozyabry at the end of the letter The decoder recognized it as KOI8-R and this is an obvious advertisement: pastebin.com/yL9HwRqK
Actually the question is: this is such spam, right?

Yes, it looks like you tried to send some email to [email protected] but it didn't get delivered because it looks like spam. Therefore, you received a system message.
Maybe this is some kind of spam, but most likely you received the letter because someone indicated your email address as a return address when sending spam :)
