Who knows what addresses they send abuse spam sheets to.
vds owner / pool ip owner / or?

Spamcop sends to whois abuse contacts (if any), to regular contacts if there is no abuse, and to domain role addresses (if there is a spam link with a domain name).
Most likely still on abuse.net contacts - but I'm not sure.
The reporter can choose the addresses to whom to send, to whom not to send.
