How to punish a hosting provider for spam?

What should I do with impudent spam?

I'm not talking about ordinary spam, everything is clear with it, it is cut off by filters or not, but it's clear there.

But there is one konket spammer ("mayboroda_aleks"). This comrade has been sending almost the same letter every day for half a year (see picture). A google search finds this skype, where in MS questions they ask to block this skype for the same reason.

The most interesting thing is that no obsfucation occurs, spam is coming from Selectel provider's virtual machines. In the abuse I wrote to the provider, the answers come in the style of "thank you, we'll talk to the client." RIPE does not accept abuses, such as they have no right to punish.

Finding a technical solution is not a problem, I can put a filter on the IP address block, but I want to show some administrative influence.

Any ideas?

Public services have a complaint form for unauthorized advertising. It's true that the form requires a bunch of details, but if a spammer already got it, why not feed it to the FAS.

in case of particular anger - you can try to pull the selector by the ears - they say "by a group of persons by prior agreement" ... in principle, I can predict that with the slightest movement in the official plane, the pr will get rid of an uncomfortable client, because the business should be profitable, and a penny from a spammer is not will justify the cost of the work of a lawyer to prepare a response to the authorities.

if you already undertake to start your own mailer, then learn how to set up spam filters. and if all you know how to do is block by IP - I sympathize with your users.
and you won't do anything. no one cares about your abuses (until he breaks the law - but he doesn’t break it). and in order to be able to somehow talk on an equal footing with Prov in Russia, you need to have a license.
and to worry about every spammer - you won't get enough nerves.
