Can't login to OpenCart admin?

Can't login to opencart admin .
When you click on the button, it just refreshes the page, it doesn't even give an error.
What could be the problem?

This happens when it is not possible to write cookies or they are written from the wrong domain
. Try adding to .htaccess:
Instead of site.ru, your domain is naturally

Faced now with this problem on the latest versions of Opencart.
What I have:
1) Local server Open Server (OSPanel), which has already been visited by all possible versions of opencart and its assemblies, and has never happened before.
2) Installed Opencart "Russian assembly" 3.0.3.8 (rs.2) downloaded from the official assembly site (opencart-russia.ru) - could not enter the admin panel: if the password is not correct - writes about it, if the password is correct - page it just reboots without any notifications and again asks for a username / password. This changes the user_token .
3) Installed ocStore 3.0.3.7 - absolutely everything is the same.
4) Nearby opencarts and oxtors with versions 3.0.3.6 and below work without problems.
5) I didn’t understand the problem right away, I googled that I should try to change the line

date_default_timezone_set($config->get('date_timezone'));

on in the file system/framework.php After that it worked. But it's still not a solution. 6) Returned back and began to look further. I switched the php version from 7.3.9 to 7.4.5 and everything worked by itself. I was surprised, I compared the php.ini of both versions line by line - I did not find any differences related to dates and zones. I compared phpinfo() of both versions - everything is also identical: " date.timezone Europe/Moscow" In general, I did not understand what it was connected with, the main thing is that it works.
