Can processor power affect dual-channel memory operation?

Motherboard: Gigabyte Aorus pro
Proc: 9700k
Memory: HyperX HX432C16PB3K2/32 The
PC does not start and gives a memory error (diode is on) when trying to start the memory in dual-channel mode (on my mother these are slots B1-A1 or B2-A2). Everything works in single-channel mode in slots B1-B2, nothing starts in slots A1-A2 either. The motherboard assumes 8 + 4 pin processor power, I only have 8 pin connected. Could this be the problem?

I would start with proper nutrition.
Dual-channel mode is the result of which you apparently need to achieve, but your main problem is that the PC will not start.
There is a possibility that one of the dies is broken.
To check (again, give the motherboard power first) use memtest86. Insert the strips one by one.

8pin power is more than enough for your CPU, especially without overclocking. The problem is most likely in the motherboard, I would start by checking the power supply with a tester on non-working slots, making sure that the correct voltage is VTT, VREF, VDD, VDDSPD, VPP.
