Why won't the BIOS start?

I'm building my own PC.
At startup, the boot on the mother flashes. When you press DELETE, it stops blinking. The BIOS is not shown. Everything is powered up normally, fans and lights work. Nothing squeaks. What's the matter???
Components:
- mother AsRock phantom gaming 4 (b365m)
- processor core i5-9400F 2900 MHz
- vidyuha GTX 1060 JetStream Palit
- RAM DDR4 HyperX 8Gb (2 pcs)
- PSU 650W Aero Cool
I say right away:
HDMI and monitor are in order. All components seem to fit together. BP is irrelevant.

remove everything from the MP, except for the PSU / processor and run it. If the speaker swears, connect the operative plate and so on increasing
