Can Photoshop create PDF files?

Hello everyone,
I am making a CV, some points are not very convenient in text editors. There was an idea to design in Photoshop.
Two questions:
1. To what extent will it be correct? Tried to create a small PDF file. I encountered such a problem that the text in PDF is not always possible to select, either the entire page is selected there, or sometimes the text. An incomprehensible bug in general.
2. What parameters (dimensions) of the document will be done correctly?

As you break the text into layers, so it will stand out (if I'm not mistaken). Plus, look at the settings when exporting. Photoshop is generally not the best tool for creating user-friendly PDFs. For this, it is better to use InDesign.
Properly use those settings that correspond to the context of using PDF in the future. There are some settings for printing, others for the web. Format, size, image quality, clickable links, etc. - proceed from where the file will be used.
