You can, but on VPS and something cooler. For VPS, I recommend taking with an SSD, at least 4GB of memory and a percentage of four stones at 2Ghz.

Well, even if the shared allows you to run your programs, then the jira will be quickly closed there for gluttony.
Minimum 4G memory, better 8, better ssd, good cpu for 2+ cores. Somehow, no one is ready to allocate such resources for 100 rubles.
