Can I use R-Studio without a system?

Accidentally deleted all sections on the vintak, along with them and all the information. Accordingly, there are no systems, only a naked screw.
I watched a video on R-Studio ( https://www.youtube.com/watch?v=riYr40gqFB0) , but from 08:49 there was such a phrase, saying "if the screw was formatted, but do not try to upload new files, otherwise the old may not recover." Now I think: is it possible to throw Windows at all? After all, somehow you need to run R-Studio. And further. I understand the following sequence of actions correctly, what should I do?

  1. Installing Windows
  2. Create partitions C: and D:
  3. Install R-Studio to C: and restore files to D

And it doesn't matter that before that there were other sections, such as E: and others?

connect a disk
or livecd with Windows to another computer, if there is one, you don’t know ...
or put it in the place where there was a section with unnecessary information
