Can I use my static ip for the server?

As they explained to me, to run your server on the Internet, you need a static ip, which is provided by providers. And then I thought, I have a wonderful static ip, so why don't I use it? Can this be checked? I do not want to pay for the Internet and for the second ip

The IP address must be static white.

You can also raise the server at home and send requests to 80/443 ports to your server through port forwarding on the router, provided that your provider gives you a white static ip. Of course, you can do this without statics, but why?
And since ipv4 is running out now, providers usually sell white statics as an additional service, the price is small, but it’s easier to buy a cheap VPS for this money, where all this will be at once. And you don’t have to worry about the uninterrupted operation of your server, power for it and other things.
