Very strange behavior of USB ports, how to fix it?

On a computer with Win 7 on board USB ports are naughty. Either they work or they don't. I checked the voltage with a tester, there is 4.94 V. on average. In this case, the inserted flash drive may not be detected. The same is with the Canon printer, it may be connected, but it is not active in the list of printers. I have already disabled the power off on the hubs in the task manager, checked the USB is enabled in the Bios settings (American Megatrends), changed the printer cable to a completely new one. The device manager does not even update the list when a USB device is connected, although if you remove all hubs and reboot, Windows will automatically add new hardware, these same USB hubs. What am I doing wrong?

Put https://msdn.microsoft.com/en-us/library/windows/h... and see whether the device appears in the list or not. If not - the problem is in the hardware (or clumsy firewood for host controllers and hubs, but this is unlikely). If they appear, it's probably a software problem somewhere in Windows.

Boot from some live media and test the USB.
If it is normal there, then the problems are in Windows (drivers, viruses, antiviruses, DLP, ...).
If it is the same in a live system, the problem is most likely hardware: perhaps a power supply or a mother. Reset the BIOS to default settings, update the motherboard firmware, check the power supply, change the mother.
