Good afternoon, I have

a laptop with a Windows 7 Home edition sticker/license, but the laptop is running Windows 7 Pro. Is it legal to use a laptop like this if there is a license for the Software Assurance program? Or do I need to buy a license for the Pro version?

If you did not steal the laptop, then legally, regardless of what is installed there.

There is a laptop with a Windows 7 Home edition sticker/license, but the laptop has Windows 7 Pro installed.

You are using Windows 7 Pro without the permission of the copyright holder - i.e. illegally. If your conscience bothers you, buy a license. For the rest, it doesn't matter.
What side is Software Assurance here? It's not at all clear.
