How does the OS deal with such a thing as TLS certificates? Can't the browser code carry all the SSL libraries it needs inside, thus providing itself with all the necessary encryption code?

Libraries can be both system and drag with the application. It is logical that this list includes both OS and applications. As a matter of fact libraries/API are compared.
does this phrase clarify the question?
