Can I take screenshots of someone else's site and post it on my own?

Good day to all! Guys help with the issue of copyright. I decided to make a website that describes the capabilities of one of the services on the Internet. Hence the question can I use screenshots of someone else's site on my own? The condition for using the service has the following lines:

All objects available on the Site, including design elements, text, graphics, illustrations, databases and other objects (hereinafter referred to as the content of the Site), as well as any content posted on the Site, are objects of the exclusive rights of the service or other copyright holders.

The use of the content of the site, as well as any other elements of the Site, is possible only within the framework of the functionality offered by the Site. No elements of the Site may be used in any other way without the prior permission of the copyright holder. The exception is cases expressly provided for by applicable law or the terms of use of a specific functionality of the Site.

If I'm not mistaken, there is Art. 1274 of the Civil Code of the Russian Federation, which allows the free use of works for informational, scientific, educational and cultural purposes. Does it suit my case, since I'm going to make an information site?

Write to the owner(s) of the site - I think they will not be against free advertising of themselves in tyrnet :)
