Can I provide photos of TIN and SNILS to third parties?

We are making a joint mobile application with a partner, I live in Spain (citizenship of the Russian Federation), he is in Russia.
We open an LLC in Russia in shares of % 51 to % 49.

The partner turned to some company to open a joint LLC in the specified shares.
They asked me to send scans of my TIN and SNILS.

Is this a normal occurrence? Just as far as I know, it is not safe to provide these documents to third parties. And are there any other ways to open a joint LLC, given that we are with him in different countries.

Personally fly from Spain to Russia for a couple of days to complete all the documents.
