Is it possible to make a free module with maps for a paid CMS?

Let's say there is a CMS for an online store for sale, i.e. for commercial use (something like wooCommerce only paid), maps are planned there to display self-delivery terminals.
The use of Yandex and other maps in such a project is punishable by the license agreement...
1) If you write a free plug-in with maps for free download for this CMS, is it possible to bypass the license for maps in this way?
2) As far as I understand, even for a simple display of a map in the contacts of an online store, a license is needed - this is a commercial project. How legal is it to use Yandex cards in online stores without buying a license?

And who's stopping you from taking OpenLayers with an OSM backing? They seem to have a simpler license

1) It doesn't matter how the card got on the user's screen. If it appeared, then the license began to operate.
2) Where did you read about paying for a commercial project? There is only a condition that any visitor, and not just your partner, can use the card after the conclusion of the contract.
Here the question is usually whether there are enough free limits.

I know a lot of online stores that all cost a Yandex card, no one has ever thought about such a question, de facto Yandex has never made a claim about this
