Do habrausers need to register as mass media?

By law, yes.
But habr is out of politics, that's why it doesn't matter.
It all depends on what you write. If you praise united Russia and the leader, you will be awarded without any registration.
If you describe uncomfortable moments, you will be reminded of patriotism, and the reminder will be in any form you like, but I doubt that it will be the best for you. In addition, there will be a number of unpleasant questions for resource owners.

No, it doesn `t need. Habr technical resource. It does not fall under the law on bloggers. For there the scheme "on the contrary" operates. Like "you can't do this and this if you write about this or that." And on Habré, this is not possible.

If you believe this news , then the organizer of the site must notify Roskomnadzor, i.e. "Thematic media". To the blogger himself, only requirements are made, the same as for the media, i.e. do not lie, do not publish illegal materials (such as they could have been published before), observe the "day of silence" before the elections, etc. Also, the blogger, apparently, needs to publish his full name and contact information for communication.
It seems that they used to say that a blogger automatically enters the register of the same 3000+ bloggers, but you need to leave the register on your own.
But nowhere did it say that a blogger needs to register. There are suggestions that if you have 3000+ readers, then it is more profitable for you to become a legitimate media than to be just a blogger - the status is higher and there are some goodies.
