Can I install Windows mobile apps from outside the Windows Store?
(for IOS it is impossible, for Android it is possible in similar cases).

Yes, in Win 10 Mobile and actually for Destkop it is the same:
Settings - Update and security - For developers - Developer mode
and it will be possible to install any applications
