It's impossible.
The camera is controlled by software, and when the laptop is turned off, it does not work.
For it to work, you must at least turn on the laptop.

It's easier to buy an outlet with a motion sensor and turn off the battery in the power settings. It will turn on / off as you want. Just cutting off the power is not so useful for the laptop. You, as I understand it, have messed up shutdown \ power off \ computer lock all together.
