Can I add people who don't have a Teams license to a video conference in Microsoft Teams?

I'm thinking of using microsoft teams to organize video conferencing. I looked at several reviews on this product, from which it is not clear whether it is possible to add those who do not have an office 365 subscription. Who used teams, tell me if it is worth buying a solution from ms?
There will be 20-30 people in the videoconference. The task is to buy a subscription and send the others a link to participate in the video conference. There was such an opportunity in Skype business, but alas, it can no longer be purchased ..

Now microsoft gives free teams for 1000 accounts for companies. Valid for 6 months, does not go into a paid subscription, at the end of the term it simply ends, there are no payment obligations.
You can order from any Microsoft partner.
