There are several hdd drives 3.5 "and 2.5", can they be stored in the off state in a stack or at what distance?

It is quite possible. Only stack discs carefully so as not to damage the electronics boards.
Also, for 2.5" drives, the covers can be quite thin, such disks must be handled carefully, avoiding pressure on the cover.
If you have containers like SeaShell (transparent "shells") on hand, then using them will be useful.
