Can FPS be limited?

I know that the game engine and VSYNC can limit frames. But can just an old monitor limit frames? Will it be convenient to play CSGO (at high ranks, where fast reaction is needed) on an old pot-bellied monitor?
If it's not difficult, tell us briefly what else FPS can be limited to and how this limitation is justified.

60 fps = 1000 / 60 = 16.6 milliseconds per frame
30 fps = 1000 / 30 = 33.3 milliseconds per frame Young man's

2. The monitor cannot physically affect FPS.
3. A person is physically unable to distinguish above 25 FPS
