Can Excel be called subd?

Microsoft Access - this can be called a DBMS.
Excel is a spreadsheet.

Yes, absolutely, why not. To some extent, it even complies with the rules of relational DBMS, and not a single DBMS fulfills them all. There are questions about backup and logging, ie. to reliability, but these are more limitations of the Excel client than the built-in Excel DBMS.
