Can an unprivileged user change values in program memory?

One of the things about my C# program is to dump non-critical data from a file (in Program Files, to which the normal user has read-only access) into the program itself.

Only with admin rights you can run debuggers, or just change the assembly (IL code, assembly signature is not protection).
