Is there an easy way to do this (Win7 OS):
1) Download the list of sites blocked by Roskomnadzor (or even better, automatically update it)
2) Pass the traffic of such sites through a proxy (vpn or tor), and the rest http traffic - in normal mode.

Where to get the list - I do not know.
But if you get it, then you can create a simple PAC file and configure the proxy as you like.
