Can an employee without citizenship be hired in Moscow for a junior position? If yes, what is the cost to expect?

Not officially they can even be a director.
Official employment - you need at least a patent for work.
When accounting, if you yourself receive (and not with the help of the employer) a patent, then the salary is the same as that of citizens of the Russian Federation.
This is not only in MSC, but everywhere in the Russian Federation.
