Such a question, if he has the opportunity to cancel the payment, given that I have already clicked on the withdrawal of money to a bank account, but the money has not yet arrived.

As far as I understand this issue is resolved through an appeal to support. If you have an agreement that the prepayment is non-refundable, then you must leave the money.
