Can a customer cancel a PayPal payment?

Hello! Such a question, 5 days ago, the client made an advance payment via PayPal. Now he behaves not quite adequately and does not fulfill many agreements. Such a question, if he has the opportunity to cancel the payment, given that I have already clicked on the withdrawal of money to a bank account, but the money has not yet arrived.

As far as I understand this issue is resolved through an appeal to support. If you have an agreement that the prepayment is non-refundable, then you must leave the money.
And if there is no money, then just a minus is formed.
