To buy domains directly from a registry, you need to become an accredited registrar in the desired domain zone. For .RU and .RF, this is the Coordinating Center (cctld.ru). For international zones - ICANN.
The cost in any case is about 200k rubles just for obtaining this status, then millions for software / servers / support / specialists / protection.
But each domain still costs money, even if you buy directly, and each registrar is required to keep a decent prepayment / deposit.
Resellers have a penny mark-up with a large turnover and it makes no sense to become a registrar. But the registrar directly can provide better service and services than through an intermediary.

Each zone .com .net .sucks etc. has its own registry (or coordinator as they are called here). Sign an agreement with each register and become a service provider. Everyone's contacts are publicly available.
