How to set up a printer in Linux Mint 18.1?

There is a network (windows domain) with a printer server and a printer is installed in Windows itself without any problems:
we go to the address 192.168.0.18, select the printer we need and install it.
But in Linux Mint 18.1, I don’t even understand how to do this in principle.

If Linux is included in the domain, then there is no difference - in the settings it itself will offer network printers. If not in the domain, then it's still not clear where did localhost: 631 come from? This is access to the cups console, you can configure it there, but why, if the settings in Gnome or KDE are more convenient. For example, as described in the Linux Mint manual https://community.linuxmint.com/tutorial/view/1200

The printer configuration tool in Linux Mint 14 Cinnamon allows you to add and remove printers, but does not allow configuring the printer or print driver in any way. There's a simple solution however:
Open a terminal or press alt+F2
Type in system-config-printer and press enter
