Best in Thawte and similar centers. Expensive. But better. I also recommend trying a yearly free ssl certificate at startssl.com

If you are looking for the cheapest, then you need to look at specialized sites like Emaro or FirstSSL. SSL certificates are their main product and they get the best discounts from certificate authorities. They also have an adequate knowledge base and installation assistance (unlike hosters like RuCentre, MasterHost, etc., which sell everything).
At the moment, the situation is as follows:
masterhost - from 2800 rubles/g
sslcertificates - from 1000 rubles) (it used to be cheaper, but due to the fall of the national currency, their prices in dollars become overpriced)

nic.ru/dns/service/ssl/ - sells Thawte, but cheaper. Everything is ok with them. Took many times.

Has anyone bought certificates here: ispmanager.com/en/services/ssl_certificate ?
The prices are very tasty, but compared to competitors it looks very suspiciously cheap.

To be honest, I do not quite understand the difference between VeriSign, Thawte and the rest. We have been taking GlobeSSL for the last couple of years (they, apparently, take them to Comodo, because the verifiers call from there), customers do not swear, the price for some things is several times lower.
Why pay more?

Um, do I understand correctly that if you pay startssl 60 bucks a year, then I can stamp myself with a wildcard until I get bored?

By the way, today I accidentally stumbled upon this site with certificates, where prices start from $ 10:
www.namecheap.com/ssl-certificates/geotrust-ssl-certificates/rapidssl-certificate.aspx
www.namecheap.com/ssl-certificates/ comodo/positivessl-certificate.aspx

If the project is not related to banking, then startssl, as advised above, is a cheap alternative: wildcard, you can sign software for other expensive goodies much cheaper. Plus, the support speaks Russian (although he is shy about this). Of the minuses - old and mobile browsers swear (they recently started)

www.rapidsslonline.com/ $18 - took here, works in all browsers, responsive support, helped to change the incorrectly generated certificate

Buying directly in the centers is really more expensive than through intermediaries, and there are a lot of them - just choose the price. I took Сomodo for myself, the lowest prices were here rackstore.ru/ssl-sertificat.html#price-tab
The next day I received a letter with the data, everything is fine.

They took at one time on ssl.ru/ - normal prices and official documents for accounting, if you buy for an organization.

Not advertising! Why such low prices? Are they normal? https://systemintegra.ru/uslugi/vse-uslugi/ssl-sertifikaty.html

There are relatively inexpensive certificates here: bastilon.ru
They are all ok. If so, consult.

I use ssls.com regularly.
They are in the habit of selling Positive certificates for $3.8. I don't need much, it's enough. If they offer at least $ 8, then you need to look for promotional codes.

I took Positive SSL certificates from them - https://adminvps.ru/services/ssl_certificate.php. There is a choice, you can take both simpler and extended certificates. Prices are reasonable, everything works fine, and technical support is always in touch. They also have free certificates, only Let's Encrypt

Please note that no one has answered this question.
and do EV WillCard certificates exist in nature?
We will answer that such certificates do not exist. Only EV Multi-Domain certificates exist in nature. Regarding the options for choosing a reseller, take a closer look at the reputation of the organization, prices. emaro-ssl has democratic prices, additional discounts, Russian-language support + documents for accounting.
