How to use a token for multiple accounts. records (WinSRV2016)?

Good afternoon. Please, if possible, help with the difficulties that have arisen in organizing the protection of administrative accounts. What we have:
Windows Server 2016 Certification
Authority Template for rutoken created (Smartcard Logon template copied)
Enterprise administrator received certificates (Administrator and Enrollment Agent)
Enterprise administrator in certmgr. msc - Personal - Certificates (All Tasks - Advanced Options - Enroll Behalf Off)
Selects a certificate, selects a user, and writes a key to the token.

Authentication for the user on the server works fine, but here's the problem.
If I write keys to this token for several more users, authentication under them on the same server does not work. I select the required user from smart cards in mstsc.exe and when connected, the user whose key I wrote down first is automatically selected.

Can a token be used for only one account? entry? I'm definitely stuck somewhere.
