3. Nothing, because PKI is a system built on trust in certification centers, and in the Russian Federation, thank God for encryption, there are none.
The only analogue of photo#oops known to me is gimp.
As for ssl certificates, you certainly mean the root CA? There is no full-fledged root CA introduced in Windows, Android and FF. There are various departmental CAs, but of course you have to add them manually.
There are Russian offices that issue certificates in GlobalSign - by the way, the Central Bank, VTB, Sberbank and the Putin Today website, which apparently LE revoked certificates, recently reissued in it.
