The case depends on what disks you will use. The cooler is the one that will fit into your case.

It is better to take such a case so that all the disks fit.
It is better to take a cooler suitable for server tasks. If it is highly loaded, then you can take it more powerfully, if it is lightly loaded, then you can take it weaker or without a fan at all (if a file washer, for example).
If the server will be at home, then it is better to take something quieter, you can even water.

If a server with the expectation of virtualization - then the memory is not enough. The case is such that disks fit. Again, if with the calculation for virtualization, you need to think about the raid controller in advance, for example, vmware does not tolerate soft trades.

So, are there any restrictions to the body? If not, then you can buy a full-size ATX case, so take it - everything will fit, and it will work quietly. Then put some kind of tower cooler, at least 150 watts calculated - everything will work quietly.
