Bug with layouts in Windows?

How to reproduce:
- we bring the layout settings (by adding the Ukrainian layout to the Russian language) to the following form:
    
- open a message window with two contacts in QIP (2005)
- in the first tab, select the Russian language with the Russian layout, in the second - the Russian language with Ukrainian layout
- go from the second tab to the first, and then back to the second
Result: we have the Ukrainian language automatically added, which is not listed in the registry (HKEY_CURRENT_USER\Keyboard Layout\Preload), and which can be removed only by adding and deleting the Ukrainian language.
It is reproduced both on XP and on the seven.
Actually, the question is: how to deal with this or how and where can I report this glitch (highly desirable without any registration)?

the problem is not only with the old qip, in the infium the same trouble.
and the bug is just not in Windows but in Quip.
I even once wrote about this bug back in 2008. I found this post: forum.qip.ru/showpost.php?p=249232&postcount=21 I
even made a video with the described problem, but it has not survived to this day. The developers did not want to fix this bug.
and my bug manifested itself the other way around, the Russian layout was self-added, it was like in your screenshot, but Ukrainian with Ukrainian and Russian keyboards.

Tell me, why are you adding another layout to the Russian language, and not adding Ukrainian separately?

Nobody supports the old kip anymore, so there is no one to write to.
