Budget video streaming system on what to assemble?

Please express your opinion on what equipment and software is better to assemble a video streaming system on the Internet, with the ability to integrate into the site (via flash).
I don’t write about channel speeds, because everything will have to be checked after the fact already.
Task:
- as budget-friendly as possible
- number of cameras 2
- picture quality 640x480, 30 fps, color.
- should not be (or the minimum number of delays when broadcasting video)

As for the server, I think to stop at Red5.

Similar question. The truth is from 2 to 5 cameras maximum. The picture is in HD quality.
True, we are going to use the Wowza Media Server for broadcasting, I was also interested in the erlyvideo.ru project, but due to the fact that the developer does not respond, and it is not at all clear what is happening with the project, we temporarily refuse. although the makings of the description is very captivating.

Doesn't exactly match your version of "number of cameras: 2" because we were handing out static video files.
I did RTMP broadcasting through Amazon's CloudFront service. The meaning of the project is paid viewing of content: paid through Robokassa, received a page with a player that plays paid video during the day. Then the link is rendered. Broadcasting in a stream, you’ll steal it , and rewinding to any place in the video is fast, without waiting for the entire file to be loaded.
Amazon now seems to support live streaming as well. Read .
