Is it possible to play 4 different video streams in mplayer in one window? For example, as in software for surveillance cameras, when we see pictures from different cameras on one monitor. If so, what would a similar command look like for mplayer?

No. But you can open 4 mplayer windows side by side or write a simple wrapper (mplayer can be used in slave mode, so, for example, any rubbish like smplayer'ov works).
Or try to set up ffserver or other software.
Well, or even write a wrapper yourself, which collects 4 streams into one.
