Budget Mobile Video Surveillance Solution
A video surveillance solution with 3G transmission is needed to monitor work at various construction sites.
The solution should be as affordable as possible (will be replicated), provide recording from 1 camera, data transfer over 3G, be resistant to power cuts, and most importantly, be mobile.
Installation takes no more than 1 hour, since our organization is engaged in the construction of networks at various sites, the team's work time at one site is from several days to a month. The decision should be from the category of “picked up and hung up.” Ideally, a small box that you simply plug into a power outlet.
At the moment, I am considering the option:
* UPS standard, from security alarms, (12v) BBP-20
* Batteries AKB-7 (7A * h, DC12V)
* Router with support for OpenVPN RouterBOARD 750UP (the ability to raise VPN due to NAT)

on a Zyxel Keenetic router, you can do it or almost any other with USB and DDWRT / OpenWRT. Connect a webcam, modem and USB flash drive via USB. on a flash drive, a program like Motion and scripts that will raise the VPN and upload videos from the memory card somewhere on FTP freeing up space on the memory card.
And what does not suit a simple smartphone on android? Everything is there - camera + server + 3G + UPS and cheap. For the dark time of the day - next to the usual LED or IFC-LED lamp.

I apologize that it is not entirely relevant, but I do not advise using the BBP-20 as a UPS. Working as a servant in a security organization, we quite often encountered a transformer malfunction (it just melted) of this UPS model! It is better to take some BIRP 1.6. It has a lower voltage output (12.5V instead of 13.7V in the BBP-20), but it has a transistor output that you can attach anywhere, and you will have low battery notifications!
Another option is the mikrotik.ru/katalog/katalog/besprovodnye-marshrutizatory/routerboard-411u board with a miniPCI-e 3G modem, for installation directly inside the power supply housing. The PoE issue still remains open
