Bots in telegrams, automatic opening of links?

Hello.
I am a member of a telegram in one channel, in which they sometimes post a link (privnot-gigle to help, a one-time note), a link that can only be viewed once, i.e. whoever opened it first will see what is written.
Here's the question:
1. Is it possible to make a bot that will automatically view this channel and, as soon as a message appears with a link, follow it?
2. How to add a bot to this channel (I'm not an administrator). The channel is normal, any account can join there without problems!
