Blocking calls on the white list in Android on a dual SIM device

The whitelist should contain only the contact list. The rest of the calls should not even be displayed (i.e., the call should be ignored (not dropped, but ignored) with no call action screen displayed and no sound and/or vibration). Device for two SIM cards. Root Call Blocker from Google Play does not work with dual sim cards.
