Blender behavior when changing units. Is that intended or a bug?

I started looking into this and came up with the following. In the tab where we select the metric system - there is 1, and if all measurements are reduced to this unit, then the scales when transferring meshes from file to file and / or from the old version to the new one - ARE OBSERVED!
Another thing is what I don't understand. When I worked in the old version, I needed to create small objects and chose the unit of measurement in the metric - centimeters. And the trick is that then this unit was divided by 100 for some reason and is displayed like this: 0.01. And in the new version, there is always a unit, regardless of whether we choose meters, centimeters or millimeters. It will always be 1. And in the old version - by choosing centimeters or millimeters - the unit is divided by one hundred - and this has now become a mine. Now all created objects need to be returned to one. That is, scale (a hundred times) and reset the scale to 100%. And in some cases this is absolutely impossible, since the objects are repeatedly duplicated with the preservation of relationships, which means that it is not possible to reset the scale to 100%. This, it turns out, to redo many works anew. What a surprise!
The screenshots clearly show that in the old version, when choosing a length system, the unit is divided by the scale, and in the new one, it ALWAYS remains a unit. Therefore, those who chose centimeters in the old version - thoroughly got into the alteration of their work, if they want to integrate them into files into the new version of the program.
